General Rules
General Rules for 2006-2008
1) All rules as stated on the web site http://www.texins.org/golfclub/ will be the governing rules. If any discrepancies occur, the club commissioner will make the decision and add the rule.
2) USGA Handicap Indexes (tm) are maintained by the club. All members are required to turn in scorecards to the handicap committee. Scorecards may be submitted at tournaments. Scores may be emailed to the handicap chairman.
3) All scores will be entered once into the handicap system. Club member Handicap Indexes can be found on the Handicap Web Site and will be maintained by the handicap chairman.
4) Estimated handicaps will be allowed for all tournaments, with the exception of the Intersite Qualifier Tournament. The handicap committee reserves the right to raise or lower a player's estimated handicap based upon past club performances. Five scores in the handicap system are required to establish a USGA Handicap Index.
5) All ties will be broken by a scorecard playoff. Any changes in the
following tie breaking system must be approved by the executive committee.
Ties will be broken in the following order
a) Low net score of the last nine holes.
b) Low net score of the last six holes.
c) Low net scores of the last three holes.
d) Low net score of last hole.
e) coin flip.
6) Woods will be played as a lateral hazard on all
courses. This means the ball may be dropped at the point where
the ball crossed the hazard line. If this option is chosen, the player/team
incurs a one stoke penalty.
The player/team may opt to hit his/her ball from where it lies in
the woods with no penalty.
7) If a group can't finish the tournament because of weather, all scores from that flight will be cutoff at the last finished hole. The final scores and prizes of that flight will be determined from the last finished hole. This will happen if the commissioner determines that the groups that don't finish the round has a bearing on the final out come of the tournament if everyone had finished.
8) If the golf course is open we will play the tournament regardless of the weather. If we play the tournament each person who signed up to play is obligated to pay.
9) Tournament directors will have to pay the full price of all tournaments.
10) Every player, regardless of all circumstances, will have to pay an additional $15 for their second tournament of the season.
